Why We Have Boards and Commissions
Texas is fortunate that its citizens are interested and concerned about their government. These citizens willingly give of their time and effort to support their local governmental programs.
One of the most effective ways to permit citizens to become involved directly in the affairs of government is through the use of citizen boards, commissions, and advisory committees.
This brings more citizens into the operations, adds specialized expertise, frees the elected officials for overall concerns, and introduces different and fresh viewpoints into the picture.

Member Roles
The first and most important feature to keep in mind is that boards, commissions, or committees are not legislative bodies. The citizen boards advise, interpret, research, and, in special instances, grant exceptions.
It is important to note, the extent of their authority and power depends upon state statutes and/or local ordinances or resolutions which create the specific agency.
